Busiest months
January, April, May, August and December — Golden Week at the end of April, Obon in mid-August, and the New Year period — plus every weekend year-round.
Quietest months
January, June and September — mid-January after the New Year rush, June weekdays during the rainy season, and September weekdays.
Local knowledge: The Tokyo parks are overwhelmingly weekend-driven. A Tuesday in June can post half the waits of the Saturday either side of it — the day of the week matters more than the month.
